Abstract
This study is to explore the influential effect of HRD(Human Resource Development) staff's competency on the perceived organizational performance. Furthermore, it aims to find out its relationship which might be moderated by the career commitment level. Since the new creative economy suppose to be utilized to gain mew competitive advantage of companies, human resource development is hot issue and essential managerial action.

Empirical survey results suggest that the competencies of HRD Staff is supposed to be impact on the perceived organizational performance. However, the career commitment does not moderate the relationship between HRD staff's competencies and perceived organizational performance. From is finds, it must be emphasized the level of HRD staff's competencies to improve the organizational performance.
