The purpose of this study was to examine the market economy and labor conditions for the quasi-elderly people In our aging society and thereupon, suggest the directions for development of quasi-elderly people's Reemployment taking advantage of the current public and private vocational training programs, assuming that vocationally competent quasi -elderly people would provide for an idle labor force conducive to our national development. In order to respond appropriately to the needs of the rapidly aging society, individuals or companies are obliged to take advantage of their unique efficiency and creativity to participate in the silver industry which cannot well be developed only by such public sectors as central or local administrations and thereby, provide for welfare services for the elderly population.
This study reviewed such roles of the civil sector ,too. For this purpose, the researcher analyzed the Reemployment development training programs for Quasi-elderly people to address their problems and suggest their solutions.
The problems were addressed as follows; the current policies for employment of quasi-elderly people do not seem to control the obstacles to their employment effectively and thereby, encourage them to participate positively In varies economic activities in the rapidly changing society. Second, there is no system of employment, voluntary services and family protection that assures the quasi-elderly people of a productive social and economic life or an actual retirement life. Third, when many young and middle-aged people as well as college graduates cannot find Jobs, It may sound a problem to explore the ways to find jobs for quasi -elderly people, but as our society is being aged very rapidly, It is deemed necessary to be prepared for an aged society by researching into quasi-elderly people's Reemployment required for their participation in economic activities. Fourth, there is no effective mechanism or system that finances the researches into development of elderly people's vocational competence in association with the silver industry.
The solutions to the problems addressed as above can be summed up as follows; it is necessary to develop a process of utilizing the elderly human resources and introduce new technologies conducive to such a development. Second. It is essential to operate an elderly green career planner system. Third, it is desirable to examine foreign companies uses of the elderly labor force and thereupon, develop vocational competence and human resources development programs to recruit the elderly people and improve their labor productivity. Fourth, it is necessary to construct a job transfer support system of each business type for the elderly. Fifth, it is deemed required to prohibit any differentiation for the reason of age and introduce a continued employment system. Sixth, those jobs for which the elderly workers are eligible first should be expanded, while the administrative guide for the system should be reinforced. Ninth, it is necessary to reinforce professionalism of the recruitment agencies for the elderly and enhance their network. Those personnels working for elderly workforce banks, elderly recruitment centers and stable elderly employment centers should be given opportunities to improve their job competence, while more professional manpower should be recruited for such institution to be more specialized. Tenth, in order to reform the current Reemployment systems in preparation for an aged society, necessary to research into the elderly employment policies operated by such advanced nations as Japan from diverse perspectives. Eleventh, It is required of all of us to be aware of importance of the silver industry and thereby, make efforts to reform it in such a way that it can meet elderly people's changing needs. Of course, such efforts should be made at the national level.
