To prevent and minimize construction accidents, the efforts have to be made by government or construction companies, but positive safety activity made by safety manager, who are in charge of creating safe working environment, and improvement of workers sense of safety should have precedence over that. To accomplish this research goal, this study discusses current practice of safety management in construction work by conducting an investigation on accidents in
First, the parliamentary system has to be revised so that safety manager with at least over one year experience in construction spot should hold the position to improve safety management level of new safety manager. Separately, if the corresponding personnel did not major in safety management, he should complete safety control training course and then be permitted to hold the position.
Second, As safety equipments are disassembled and changed frequently according to construction processes, safety patrol work force has to be put in the right place according to size of construction spot and processes, and construction workers and equipments shoul be monitored. Improvement measures have to be implemented immediately when construction workers dangerous activities or problems in safety equipments are found. When safety equipments are disassembled and changed, approval should be obtained from safety patrol personnel in advance and dangerous factors due to disassembly or change of them without permission can be eliminated.
Third, Participant safety education for construction workers, rather than unilateral one has to be conducted by safety officers. As workers move to other processes in nature of construction, safety education has to be made on the corresponding workers by processes, so the efficiency and participation in the education can be increased.
Education certificates can issued to workers by sites and they can be used in education for reference.
Fourth, Most of workers violations against safety rules are not wearing protective equipments and this is caused by unclean protective equipments, decreased work efficiency and deficiency of sense of safety, so each personnel needs to keep his protective equipments in good condition. To take more effective sanction against those who do not wear protective equipment, the company should be charged with joint responsibility for violations in addiction to personal disadvantage.
Fifth, As most construction are made by subcontractors in nature of apartment construction, subcontractors should necessarily conduct safety control activities. So, periodical safety education has to be held to improve sense of safety and professionalism for construction supervisors of chiefs of subcontractors. To conduct systematic safety management activities, they have to prepare safety work plans, and keep safety work log to practice as planned, In addition, fair evaluation program on subcontractors safety management activities has to be implemented and as subcontractors are notified of their evaluation result, this information has to be used for awarding prizes or putting a limitation on bids for construction.
