비정규직 근로자의 실태와 개선방안에 관한 연구 : 금융회사를 중심으로

Since the foreign currency crisis in 1997 in the banking industry, an intensive restructuring has been completed. consequently, the employment ratio of the non-regular workers has been sharply increased up to 25.6% in 2002 from 11~12% in 1997. The purpose of this study is to fine out the reason of which non-regular workers have been increased since the crisis, to show some problems of their working and employment conditions, and to suggest some solutions to those problems. In order to achieve those purpose, the income gap and working conditions are compared and analyzed positively between the regular and non-regular workers by using a variety related literatures and documents.
The main points of this study are summarized as follows:
First, a for the questions on why they got the current non-regular jobs, about two thirds of them replied that it was their non-voluntary choices and they hoped to have regular jobs which guarantee higher salary and stability. Second, regarding the employment process of the non-regular workers, the ratio of reemployment which was a kind of personnel restructuring strategy was comparatively low but the two thirds of the new non-regular workers have been employed by the open recruit and individual recommendation. Third, the tow thirds of the new non-regular workers replied that they did not have any job the training for the new workers. Fourth, the workers replied that only a few of them contact the labors union for their disadvantages and problems but most of them discussed their difficulties with their company colleagues. Comparatively analyze the wage gap between the non-regular and regular workers, Ordinary Least Square has been taken. The result shows that the wage gap between the two groups was quite wide and especially the gap was wider among women workers than among men workers.
In order to improve the employment conditions of the non-regular workers, the labor union needs to organize the workers and to contract a collective bargaining agreement in which the workers participate.
The government has to take measures to protect them by law, extend the social safety net and strenghen the labor supervision over the illegal action of the comlanies against non-regular workers.
The companies have to recognize that the preference for non-regular workers may loose their competitiveness in the long run.
