Abstract

A Study on Women Friendly Urban Policies in Gwangju City

Since the Ministry of Gender Equality and Family designated Iksan city as a Women Friendly City first in our country in 2009, 50 local organizations have been designated as Women Friendly Cities and each of them have been maintaining the designation. In that this is a policy that women are a form of media, it is judged that the heads of local governments can enjoy the effects of this in their elected positions sufficiently. In fact, this has caused considerable side effects and there may be no residents in some cities. So the ministry of Gender Equality and Family designates only ten local organizations annually through strict judging standards. At any rate, it is expected that the Women Friendly City will continue developing. Further efforts to create a society where women are safe and all members of each family are happy will be made through good policy and vision in the age of women in the 21st century. Gwangju city was successfully in being designated as a metropolitan Women Friendly City along with five autonomous districts, the first in our country in December 2011. This is very meaningful to Gwangju city in that all the other local governments are municipal and provincial besides Gwangju city and the autonomous province of Jeju. However, leaders and public officers should be aware that this is accompanied by a lot of responsibility for development and realization of the policy. Three years have passed since Gwangju city started working on the women friendly city project. Now it should seek new changes beyond existing policy and this is the time when the status of Gwangju city and our self-esteem should be enhanced. Projects associated with the outstanding tangible assets of Gwangju should be pursued. When they are connected, they can create a synergy effect. We should have innovative planning power and new ways of thinking. Through these, Gwangju's competitive power can be enhanced further and local images can become better. The four central values for a women friendly city of ‘equality. caring, eco-friendliness and communication’ can be applied with it. The method to solve the important task of creating jobs for women can be developed and the local economy can be activated. The author has cared about the future of the women friendly city for such a long time and I was sure that Gwangju could be a happy city for a long time when sustainable items are developed in the five-year project. As a way for this, I intended to start a women friendly city project. So many people were interviewed using a questionnaire to obtain objective data and a number of relevant theses and papers were reviewed to develop a framework and directions for this study. We have to catch the meaning of the following for the future of the women friendly city: “The appearance of a creative class expects a new city to appear. It should be recognized that culture is a necessary element to reinforce economic development and finally a creative class will be a center to build a city of the future."
